  • Make any county legislation necessary for the effective functioning of the county government.

  • Oversight over the county executive.

  • Receive and approve plans, budgets and policies, for the management and utilisation of county resources and institutions.

County executive
  • Elected county governor and deputy governor.

  • CEC officials for each county department (are individuals with the knowledge and experience relevant to manage their department, and are appointed by the governor and approved by the county assembly). Notably, working under the CEC official is a Chief Officer, also appointed by the governor and is responsible for the day-to-day functioning of the department.

  • Implement national and county legislation.

  • Manage and coordinate the functions of the county administration and departments.

  • Provide the county assembly with full and regular reports on matters related to the county.

  • Prepare proposed legislation for consideration by the county assembly.
