Phase I is the main loop, Phase II is the first PostProcessing subroutine which drops the LAT error tolerance, Phase III is the subsequent procedure that eliminates the distance criterion to connect the remaining PVJs but which utilizes a geodesic path to link the points and Phase IV is when the connection of the remaining PVJs after dropping the distance criterion occurs using a straight line.
