(4, 6) | Moderate Level III | The risk of accidents caused by the passengers’ unsafe behaviors is expected to be general (certain serious injuries and no death, notable impact on the delay). Risk management is recommended. |
(6, 8) | High Level II | The risk of accidents caused by the passengers’ unsafe behaviors is expected to be serious (serious injuries or deaths, major impact on the delay). Risk management is needed. |
(8, 10) | Very high level I | The risk of accidents caused by the passengers’ unsafe behaviors is expected to be more serious (more serious injuries or deaths, significant impact on the delay). Risk management is obligatory. |
