Risk Value Risk Level Description
(0, 2) Very low Level V The risk of accidents caused by the passengers’ unsafe behaviors is expected to be very low (No injury and death, on train delay). Risk management is not needed.
(2, 4) Low Level IV The risk of accidents caused by the passengers’ unsafe behaviors is expected to be minor (certain minor injuries and no death, a little impact on the delay). Risk management could be considered.
(4, 6) Moderate Level III The risk of accidents caused by the passengers’ unsafe behaviors is expected to be general (certain serious injuries and no death, notable impact on the delay). Risk management is recommended.
(6, 8) High Level II The risk of accidents caused by the passengers’ unsafe behaviors is expected to be serious (serious injuries or deaths, major impact on the delay). Risk management is needed.
(8, 10) Very high level I The risk of accidents caused by the passengers’ unsafe behaviors is expected to be more serious (more serious injuries or deaths, significant impact on the delay). Risk management is obligatory.
