Control via modularity. First, the network is decomposed into its constituent modules: $F_1,\dots ,F_n$. Then, controls ${\mu }_1,\dots ,{\mu }_n$ are identified for each module. Combining the controls of the modules $\mu =\left({\mu }_1,\dots ,{\mu }_n\right)$ yields a set of controls for the whole network.
