Need-adjusted completion rates were estimated by using regression coefficients to produce a counterfactual group that had the same need for treatment (other drug use reported at admission, age at first alcohol use, frequency of alcohol use in month prior to admission, and any prior substance use treatment) as the referent group.

The health services disparity is the difference between the unadjusted treatment rate for the referent group and the need-adjusted rate of the comparison group.
