Beginning at the top of the circle, the clockwise order of the clusters is as follows: 1) data for action, 2) program development and evaluation, 3) specific program opportunities, 4) public information and education, 5) professional development, 6) capacity building and infrastructure, 7) strategic partnerships, and 8) planning and policy development.
