A) In the left figure, the switch is closed; current flows through both resistors (resulting in voltage V1 and V2), and charges the capacitor. In the right figure, the switch is open; current (discharge of the capacitor) only flows through the first resistor resulting in voltage V1, which would decay exponentially, and no current flows through the second resistor.
