Note. The HSAS level nationally, including Los Angeles, was yellow from January 9, 2004, 10 months before the start of the study, until July 7, 2005, after study completion. A terror alert increase occurred August 1, 2004, from yellow to orange only for the financial services sectors in New York City, northern New Jersey, and Washington, DC. This level was lowered back to yellow on November 10, 2004, 12 days into the study.32
