                Interaction partition function (IPF) problem
Given a pair of nucleic acid strands R and S, and a temperature T, compute the partition function, QI(T), over SI the set of all possible single or duplex secondary structures that do not contain pseudoknots, crossing bonds and zigzags.
Input: nucleic acid strands R and S.
