All hypotheses assume the same narrowly-tuned local mechanism shown in the top row. For the mandatory pooling hypothesis, there is broad pooling of the local mechanisms. This hypothesis assumes little variability in targeting of the relevant mechanisms. For the imprecise targeting hypothesis, there is little or no pooling of the local mechanisms. Instead, this hypothesis assumes significant variability in targeting of the relevant mechanisms. For the hypothesis with flexible pooling and imprecise targeting, there is both pooling of the local mechanisms and significant variability in targeting of the relevant mechanisms.
