Homologous genes can be deployed in completely distinctive, non-homologous structures. Distal-less is a taxic homology of at least the Bilateria; it is conserved across Bilateria. But Distal-less has been co-opted independently in the development of eyespots in butterflies, tetrapod limbs and tube feet of echinoderms. These three structures are not homologous.
