The inhibitory Veto nodes (V_n) enable competition between potential representations. When there is much competition, the sum of activations from the R-nodes and inhibitions from the V-nodes to the Negative node (R_ne) will be positive. With little competition this sum will be negative and the R_ne node will not be active.
