PN is the payoff not to vaccinate at all.
rvacc the penalty to vaccinate, i.e., the risk of adverse events.
rinf the penalty due to being infected, i.e., the disease complication risk.
L is the payoff before penalties, i.e., the number of life years if never vaccinated and never infected.
