The interpretation of brightness levels is not required here. In the image there are three isolated areas that contain the values 1, 2 and 9. They are an isolated focus. The surrounding pixel values equal to 40 are the backdrop. In the next step of the algorithm, those focuses (1, 2 and 9) are automatically separated from the backdrop (the values of 40). The number of pixels in the focus is not significant here. What matters are their surroundings - in this case the values of 40.
