Cluster membership was as follows: Cluster 1- Durango, Fruita, Grand Junction, Mack; Cluster 2– Lamar; Cluster 3– Fountain; Cluster 4– Denver; Cluster 5– Evans, Fort Collins, Loveland, Platteville.
