System Improvement specifies that change is best accomplished by:

  • Identifying a measurable goal

  • Identifying a chain of steps within a system

  • Keeping data about the system in order to better understand it

  • Designing and implementing short trials of possible improvement solutions

  • Evaluating success by reviewing data

  • Making provisions for holding gains
