  • Shared knowledge about research tools and approaches

  • Administrative efficiency

  • Adequate physical infrastructure

  • Predictable infrastructure funding


Definition: A group of researchers and other stakeholders willing to reuse and further develop those assets.
Essential Elements:
  • Mission, vision and values

  • Protection of human subjects

  • A culture of collaboration

  • Strong relationship with host organizations
