Increased risk for HIV was defined as having low socioeconomic status (a household income below U.S. Department of Health and Human Services poverty guidelines [adjusted for household size] or a high school education or less). The analysis excluded persons who ever injected drugs and men who ever had sex with men.

The South region consists of Atlanta, Georgia; Baltimore, Maryland; Dallas, Texas; Houston, Texas; Miami, Florida; New Orleans, Louisiana; and Washington, District of Columbia. The Midwest region consists of Chicago, Illinois; Detroit, Michigan; and St. Louis, Missouri. The West region consists of Denver, Colorado; Los Angeles, California; San Diego, California; San Francisco, California; and Seattle, Washington. The Territories consists of San Juan, Puerto Rico.
