The values for MHDI Income and MHDI Education are represented by numbers ranging between “0” and “1”; the closer the number is to “1,” the higher is the component (income or education) of human development of a municipality. These value ranges are defined and categorized by the Institute for Applied Economic Research (Instituto de Pesquisa Econômica Aplicada) [31].
