The road map for designing and implementing monitoring has ten steps sequenced in four general phases—“frame the problem,” “design,” “implement and learn,” and “learn and revise.” Key times for iteration back through earlier steps are denoted by the return arrows emerging from step 4, step 10, and phase 4 learn and revise. Decisions made at each step should be recorded in the project record (Appendix)
