Mixing is proportionate (assortative) for ω = 1 (ω = 0). The curve plotted for τ* = 0.0 is, by definition, R0. The dashed line indicates the threshold value of Re = 1 below which HIV is eliminated from the population. Re decreases with increasing treatment uptake and mixing.
