Inhibitor level is high in this whole hyper-refractory domain. Since initially the activator level is slightly higher than later, noise is able to randomly initiate the first HF growth cycle. After that, HFs stay in an extended telogen. See Appendix 2—tables 1 - 3 and 5 for parameter values, except Δ+=3, λA=λI=0.05, αI1=22 and βA(t) given by Appendix 2-Equation (16).
