aThe censuses of 1970 and 1979 were carried out in January. Therefore, population counts were produced not for the middle but for the beginning of the census year. To make death and population counts correspond to the same period, the sum of the regional death counts for 2 years (the year preceding the census and the census year) was divided by the doubled population estimated through the census. Thus, the mortality rates actually represent the mortality levels for a two-year period
