All specifications in the table report coefficients on the Scaled Mandate variable. The mandate variable for the specification in panel 1 accounts for the share of the year preceding the interview that the law was in effect. The mandate variable for the specification in panel 2 accounts for the share of the two years preceding the interview that the law was in effect. The mandate variable for the specification in panel 3 accounts for whether a mandate has been implemented as of January of the survey year. See notes to Table 2 for additional control variables.
