ROI-level correlations are stronger than the voxel-level correlations between the same ROIs. This is because averaging the voxel signals in order to obtain the ROI time series suppresses individual signal components of each voxel and amplifies components shared among voxels (for details and discussion, see the main text). Averaging and binning as in Figure 4.
