The Three Types of Research Conducted in Prisons According to the DHEW Report Report

1. “Biomedical research” including the development of new treatments via phase 1 drug testing. 2. Research with the “intent and reasonable probability” of improving prisoner health. 3. Research investigating the causes, effects, and processes of incarceration.

The DHEW Report Report recommended excluding category 1 research from correctional settings. Categories 2 and 3 were used in the development of federal guidelines to describe permissible research with people in prison.
