Columns 1 and 2 present means for treated and all potential control states for each of the variables listed by year or by year-quarter depending on the time-unit of measurement for the variable. Column 3-presents means for the synthetic control unit created by matching on the variables listed. The weights for the synthetic control were selected using total collection balance as dependent variable.
