Stakeholders and their functional roles (A) when an agent is first identified and (B) when the event has been confirmed to be deliberate. Stakeholders are sized according to the number of policy documents that identify mandates throughout a deliberate biological event and colored by the type of organization. Each stakeholder is positioned based on their role in the event. Those stakeholders with multiple roles are positioned on the axes centrally between their roles.
