The agencies improperly used the above figure from the SAB review to support removing federal protection for ephemeral streams and non-floodplain wetlands. The conceptual figure is meant to convey that connectivity between streams and wetlands and downstream waters is more appropriately represented by a connectivity gradient (A and B); this is not a binary property.
