If a contract were terminated, and enrollees from that contract were not consolidated, that contract would be included in the Neither category. All characteristics are from the year before the consolidation occurred. Contract level data comes from publically available MA plan registry and characteristic files. Enrollee characteristics come from the Medicare Beneficiary Summary file. Characteristic level counts may not match overall counts due to missing data
