FIG. 2. — Surge behavior matrix, defined in Sec. II, measures distance between sets of turning points in new case trajectories. Five primary (sub)clusters of time series are identified with the following behaviors: 13 states in their first surge, two states that have completed their first surge and flattened the curve, two states coming down from their first surge, 31 states plus D.C. that are beyond their first surge and are now experiencing a second surge and two states coming down from their second surge.
