Whereas R_t decreased in Bavarian counties, the graph illustrates a rather wax-and-wane pattern in the non-Bavarian areas. Part b shows the means of the daily growth rate in confirmed cases. The growth rate before the intervention was higher than the postintervention level in both groups.
