Implementation mechanisms
(1)
Development of departmental programs regulating production and turnover of alcoholic beverages, healthcare and social development, development of physical activity and sports programs
(2)
Ensuring quality and safety of alcoholic beverages and implementing measures against the sale of illegally produced alcoholic products, strengthening law enforcement in detecting violations and crimes within the existing legal framework for alcohol market regulation
(3)
Intersectoral work and coordination of the activities of federal executive bodies in ensuring the effectiveness of state regulation of the alcohol market is entrusted to the Federal Service for Alcohol Market Regulation (Rosalkogolregulirovanie).
IX.
The main stages and expected results of the implementation
(1)
First stage (2010–2012): creating the conditions to change, formation of a legal, organizational, and financial base for building up further efforts to support and consolidate positive trends.
Planned activities:

Toughening the requirements for the retail sale of alcoholic beverages

Strengthening responsibility for violations in production and turnover of ethyl alcohol, alcoholic and alcohol-containing products, including the sale of alcoholic products to minors

Increasing excise taxes on ethyl alcohol and alcoholic products to reduce their affordability
-
Setting minimum retail prices for alcoholic beverages
-
Implementing special measures for the prevention of alcohol abuse and programs and projects aimed at promoting a healthy lifestyle
An anticipated result of the implementation of the activities of the first stage: a reduction in the mortality rate due to alcohol abuse.

Second stage (2013–2020): continuation of implementing measures to reduce the level of alcohol consumption, further implementation of programs forming the tradition of a healthy lifestyle, development of sports and physical activity, implementation of special measures for screening and early detection of diseases associated with alcohol abuse, effective prevention of alcohol-dependence in individuals who consume alcoholic beverages in hazardous ways.
Anticipated outcomes:

Reduction of the share of illegal production and sale of alcohol

Significant reduction of alcohol consumption in the population, especially among children and youth, also a significant reduction of mortality associated with alcohol abuse

Formation of a steady trend and development of further evidence-based programs aimed at reducing alcohol consumption
