The dependent variable is a dummy variable that takes the value of 1 if the respondent had an equal say in the decision to initiate the furloughing or if the furloughing was mostly the respondent's decision. The dependent variable takes the value of 0 if the furloughing was initiated fully or mostly by the employer.
