  • Ability to treat all patients without crisis care

Phase 1
  • Downward trajectory of positive test results as percentage of total tests

  • <20% positive test results for 14 days

  • Inpatient and ICU bed availability <80% capacity

Phase 2
  • Continued downward trajectory of positive test results after entering phase 1

  • <15% positive test results for 14 days

  • Inpatient and ICU availability <75% capacity

Phase 3
