Data were collected at each program immediately before intervention implementation and again in September or October for Years 1–3. Baseline data were collected during 4–12 consecutive days of service per program, and annual follow-up data were collected during 4–6 consecutive days of service per program. At baseline, none of the intervention activities had been implemented at any of the programs.
