Participants	Target sample size: 30 infants Inclusion criteria: 38‐42 weeks' gestation; 5‐minute Apgar score < 3 at birth or delay in breathing for > 5 minutes after birth; lethargy; seizures; abnormal neonatal reflexes; hypotonia Exclusion criteria: twins; congenital malformations; chromosomal abnormalities; congenital infection; or chorioamnionitis
Interventions	Phenobarbital 20 mg/kg IV within 6 hours after birth versus control
