1.Identify populations at risk and provide a forum in the news, TV, social media for their voices

2.Develop and provide accessible and vetted information targeting underserved populations

3.Incentivize vaccinations in local neighborhoods, targeting community leaders, churches, and organizations imbedded in the fabric of the underserved populations
