Transportation costs include both preprocessing and transport costs.

Panels A and B show results for the baseline. The “no transportation costs” assumption (panels C, D, E, and F) applies only to EOL wind blades that are recycled (i.e., assumes subsidies to encourage recycling); in other words, if blades are landfilled under this assumption, wind plant owners bear transportation costs. SN/BA = 0 means that the factor has been removed from the TPB model (i.e., the factor no longer affects the wind plant owner agents’ decisions), whereas SN/BA = 1 means that the factor is present in the TPB model (as in the baseline).
