Entitlements	These are privileges or benefits granted to citizens and/ or non-citizens by law [13]
Obligations	These are responsibilities or duties for authorities, citizens and/or non-citizens to provide or seek healthcare [14]
Institutional arrangements	These are formal or informal regulations, systems, and processes linked to health care access by citizens and/or non-citizens [15]
