iThe first HET cycle was a pilot of the optimal operational definition of HET at increased risk for HIV as well as the optimal sampling strategy (venue-based sampling vs respondent driven sampling) to reach them. The first HET cycle was also the first population and cycle that HIV testing was offered in all project areas.
