OASIS will reveal hidden black holes and stellar nurseries in dusty galaxy nuclei by probing the vast water reservoirs in a complete sample of luminous infrared galaxies (U/LIRGs), including ULIRGs at intermediate redshifts. The water measurements, ions, and especially H218O provide key insights into the most active stages of star formation and growing supermassive black holes.
