Each dot represents a city within a country and the dotted line represent the overall mean value of each score. The intraclass correlation coefficients show that 73% of the variation in GII, 15% of the variation in WA health care score, 25% of the variation in WA education score, and 27% of the variation in WA autonomy score are between cities within countries.
