Call to Action: Providing Care Across State Lines

US House Bill 3722 was filed and sent for review to both the House Judiciary Committee and Energy and Commerce Committee in December 2013. This bill, which would extend malpractice and other legal protections to sports medicine physicians and certified athletic trainers who are traveling across state lines with their teams, was sponsored by Representative Tom Latham (R) of Iowa and co-sponsored by Representative Cedric Richmond (D) of Louisiana. Efforts are underway to get a companion bill introduced in the Senate. In brief, this bill:

  • Legally defines care provided for staff and athletes as care delivered in the state of origin, within certain parameters. By example, care delivered by the University of Iowa’s team physician while traveling to their bowl game in Florida would be considered to have occurred in Iowa rather than Florida. This is possible because no Florida resident is affected in any way by the provision of these medical services. In establishing this legal definition, the bill
    • removes questions about licensing jurisdiction from state to state.
    • eliminates ambiguity about malpractice coverage when practicing out-of-state

Other key points include:

  • It is a cost-free bill

  • It provides legal clarity and is supported by the malpractice insurance lobby

  • Only a Federal remedy will address the problem of malpractice gaps when physicians/trainers travel across state lines

Organizations actively supporting this legislation include AMSSM, AOSSM, NATA, ACSM, AAOS, NCAA, NFL, MLB, USTA, NFL Team Physician’s Association, Major League Baseball Team Physician’s Association, and the Physicians Insurance Association of America.

You can help by familiarizing yourself with the bill and contacting your Congressional representatives to ask them to become co-sponsors of the bill (http://beta.congress.gov/members) or any other representatives from your state who serve on either the Judiciary or Energy and Commerce Committees.

AMSSM in New Orleans

The 2014 AMSSM Annual Meeting will take place April 5 to 9 in New Orleans. The previous year’s meeting drew a record 1497 attendees. Highlights of the program will include sessions on multiple MSK (musculoskeletal) topics, ethics in sports medicine, concussion/head injuries, pediatric issues, and addressing the obesity epidemic through exercise. An AMSSM/NCAA preconference is also scheduled on Care of the College Athlete: Essentials for the Team Physician as well as 2 MSK ultrasound preconferences. Sports Health Call for Photographers!

Sports Health: A Multidisciplinary Approach is looking for amateur photographers to submit action, sports-related photos, free of charge, to appear on the cover of the journal. Five different images are featured on the cover of each issue and picture athletes of all ages competing in sporting-related events. You are invited to submit your photos to the editorial office for approval and potential use. Photos must be submitted as JPEG or TIFF files and at a resolution of 300 dpi to be considered. Color photographs are strongly recommended. Please note, a release will need to be signed by all those photographed, so please do not submit any images that this cannot be collected for. Sports Physical Therapy Section (SPTS)

SPTS Honors Members at Annual Awards Ceremony

The Sports Physical Therapy Section, APTA (SPTS), held its annual awards ceremony during Combined Sections Meeting February 5, at the Venetian Resort in Las Vegas.

The Ronald Peyton Award was presented to Gail “Cookie” Friedhoff, who most recently served on the SPTS Executive Committee as Representative at Large. The Peyton Award is presented to active members who have provided exceptional service to the Section, as well as contributions to the field of sports physical therapy. It is the highest SPTS award a member can receive from his or her peers.

The Turner A. Blackburn Lifetime Achievement Award and Hall of Fame was presented to W. Gordon Eiland, former SPTS treasurer and long-time member. The purpose of this award is to honor an SPTS member whose contributions to the specialty of sports physical therapy through leadership, influence, and achievements have been demonstrated by frequent and sustained efforts for a period of not less than 25 years. Nominations for this award may be submitted only by SPTS Executive Committee members.
