INTEREST GROUP SESSION - RESEARCH ON QUALITY OF CARE: SKILLED NURSING FACILITY QUALITY REPORTING PROGRAM: AN OVERVIEW OF THE PROGRAM AND NATIONAL PERFORMANCE

Abstract

This symposium introduces the development and implementation of the Centers for Medicare and Medicaid Services (CMS) Skilled Nursing Facility (SNF) Quality Reporting Program (QRP), and presents findings from the first analysis of national resident-level quality measure (QM) data. The Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act) requires the submission of standardized data by SNFs and other post-acute care providers, and establishes a quality reporting program for SNFs. SNFs began submitting data as required by the IMPACT Act on October 1, 2016, and public reporting for the quality measures will begin in 2018. The SNF QRP currently consists of eleven quality measures, eight assessment-based measures calculated from the Minimum Data Set (MDS) and three claims-based measures calculated from Medicare Fee-for-Service (FFS) Claims data. Three of the eight MDS-based and all three claims-based QMs will be publicly reported on the CMS website in October 2018. In this symposium we will discuss the role of the IMPACT Act in shaping the SNF QRP development and implementation; an overview of the implementation of the SNF QRP and public reporting on the SNF QRP quality measures; national level descriptive statistics for both the assessment and claims-based measures of the SNF QRP that will be publicly reported in October 2018, and findings from the SNF resident interviews on residents’ perspectives. In combination, these presentations will offer participants insight into the current status of the SNF QRP and the challenges and opportunities of future SNF QM development.
